The Director General of Land and Mines Circulars
|
The Director General of Land and Mines Circulars are published in accordance of subsection 8(1) (e) of the National Land Code pertaining to the administration of the National Land Code 1965. The previous compilation of the Circulars was done in 1995.The latest compilation and review started in 2005 and was divided into two (2) phases, the first phase involved 86 circulars and the second phase involved 122 circulars. The first phase of this review included all the State Directors and land administrators’ participating in a workshop organised on 5-7 September 2005. Subsequently, the second phase was done internally by the Research and Development Section, Department of the Director General of Land and Mines (Federal) (JKPTG) with the collaboration of the various Sections within JKPTG throughout 2009 and 2010. From the review conducted, as much as 23 circulars were maintained, 94 circulars were amended, 51 circulars were repealed and 39 circulars were replaced with 34 new circulars. This new compilation has been arranged according to 36 Business Area of Land Administration for better referencing. This compilation comes into effect from the 1st of January 2011.

The Review of the National Land Code 1965 (Stage 1)

The Review of the National Land Code 1965 (Stage 1) look into the aspects of legislative, technical, procedural and institutional enhancement to improve the delivery system of land administrative service in Peninsular Malaysia. The review looks into the needs of streamlining the statutory forms to be more users friendly, enhancing an electronic land transaction framework, addressing conceptual, technical and procedural issues pertaining to land administration and finally addressing the need for capacity building of JKPTG to cater the growing needs of domestic and international land administration advancement. This research was carried out by the Research and Development Section, Department of the Director General of Land and Mines (Federal) (JKPTG) with the collaboration of a local consultant; IIUM Entrepreneurship and Consultation Sdn.Bhd. from the 11th of January 2010 to 31st of December 2010. During the implementation period, a workshop namely “National Land Code 1965 Phase 1 Review Workshop” was conducted as a consultation mechanism and research progress's monitoring to obtain feedback from land administrators on the proposals obtained through the review. Apart from that, this workshop was an early exposure to the land administration officers regarding the potential direction of the National Land Code and the needs to transform the present land administration system. This workshop was conducted successfully from 5-7 October 2010. This report provides the input from this workshop as reference to land administrators and to facilitate JKPTG in finalizing the final report of the review. |

The first edition of the Journal is accessible through the JKPTG Portal and it can be downloaded for your reference. To ensure its continuity in the next edition, your contribution of articles on land administration issues is hereby welcome to be incorporated in the Journal.
